Goal I - Enterprise Development

• Promote enterprise development, particularly in rural areas, focusing on market-driven, labour intensive initiatives that will generate sustainable employment and income among poor populations, and enable them to stay in their home environments.
• Increase participation of enterprises and producer groups in sustainable and profitable markets, where feasible focusing on increased export activities or import substitution.
• Support the development of diverse sustainable systems facilitating access to capital for businesses where such capital can enhance business start-up and/or growth that fosters increased employment creation.
